Qin Yizhi said that it is necessary to define the scope of qualification identification of inspection and testing institutions according to law, and gradually realize the list management of qualification identification scope. Integrate the qualification certificate of inspection and testing institutions, realize "one certificate for one" of inspection and testing institutions, and gradually cancel the qualification certificate obtained by the authorized name of inspection and testing institutions. For institutions only engaged in scientific research, medical and health care, occupational health technology evaluation service, animal and plant quarantine, and engaged in construction project quality appraisal, house appraisal, fire-fighting facilities maintenance and testing, no qualification certificate will be issued. Qin Yizhi said that in terms of optimizing access services and facilitating the collection of evidence by institutions, it will effectively improve the efficiency of qualification recognition, shorten the time limit for qualification recognition and licensing, clearly stipulate that the licensing decision should be made within 15 working days and the qualification certificate should be issued within 7 working days. The unnecessary on-site review shall be cancelled, the online license system for qualification identification of inspection and testing institutions shall be fully implemented, and the whole process of application, license and license issuance shall be electronic gradually, so that the inspection and testing institutions can "spend less, save time, do more and accomplish things". By the end of 2018, there were nearly 40000 inspection and testing institutions with qualification certification, nearly 1.2 million employees, and the output value of inspection and testing certification services reached 280 billion yuan.
